The buildings

Alongside Victorian conversions and interwar blocks, Kingston has seen a great deal of residential development around the town centre and the riverside. Many of the newer buildings are taller and mixed-use, with commercial units on the ground floor, more complex service charge structures and more demanding fire safety regimes. Some fall within the higher-risk building rules of the Building Safety Act.

Managing a block in Kingston upon Thames: what to plan for

  • Mixed-use buildings. Since March 2025, buildings with up to 50% non-residential floor space can qualify for the right to manage, which has brought many Kingston blocks within reach of RTM for the first time.
  • Building safety. Taller buildings bring additional duties, from fire door checks to information for the fire service. We confirm each building's position at the start.
  • Riverside locations. Buildings close to the Thames may sit in flood risk areas, which affects insurance and ground-floor and basement flats.
  • Technical plant. Lifts, communal heating, fire systems and warranties in newer buildings need active technical management, which suits our engineering background.

Council, planning and access

Local authorityRoyal Borough of Kingston upon Thames.
Scaffolding and skips on the roadScaffolding or a skip on the pavement or road needs a highway licence, normally applied for by the scaffolding or skip company, and a parking bay suspension if it takes up a controlled bay. Allow time for both in the programme. Kingston: highway licences for skips, scaffolding and cranes.
Planning and building regulationsReplacement windows, roof alterations and changes to the outside of a building may need planning permission, particularly in a conservation area, and some works need building regulations approval. The appointed surveyor or contractor confirms what applies. Applications are made through the Planning Portal.
